Development and Approval Process

Board Policy (BP) is the voice of the board of trustees and defines the general goals and acceptable practices for the operations of the district.  It implements federal and state statutes and regulations.  The board, through policy, delegates authority to and through the chief executive to administer the district.  The CEO and district employees are responsible to reasonably interpret board policy as well as other relevant statutes and regulations that govern the district.  Policy is best expressed in broad statements.  It legally binds the district.  Therefore, policy statements should be clear, succinct, and current. 

Administrative procedures (AP) implement board policy, statutes, and regulations.  They address how the general goals of the district are achieved and define the operations of the district.  They include details of policy implementation, responsibility, accountability and standards of practice.  They are developed and implemented by the CEO, administration, faculty, and staff members; they are not intended to require board action.

 
Community College League of California (CCLC) Policy and Procedure Service  

Santa Rosa Junior College subscribes to the Community College League of California (CCLC) Policy and Procedure Service.  The service provides template language for board policies and administrative procedures for California community colleges.  The language in the templates reflects the minimum that is legally required or advised.  The district has the flexibility to adapt the template language to reflect local conditions and culture using its own policy and procedure development process.  

 
Origination of Policy/Procedure Review or Initiation 

Adoption, revision or deletion may come about as a result of changes in law, updates from the Community College League of California (CCLC), annual review or upon internal or external recommendation. 

Biannual (April and October) legal updates alert the district to changes in the statutes, regulations, or practice which will ensure that SRJC have up-to-date and useful policies and procedures.  The service also provides optional Diversity, Equity, Inclusion (DEI) revisions and other updates. 

Internal or external recommendations can also be submitted to the Cabinet Administrator for the relevant chapter.  

The development, review and approval of board policies/administrative procedures are governed by BP2410 and AP2410. The process assures that constituent groups, collective bargaining units and relevant governance committees continue to be informed of the proposed changes and are given the opportunity for input into the process which is overseen by constituent group representatives on the College Council. 

To ensure consistency, a standardized format for BP/AP has been adopted. When a need for a policy or a policy revision has been identified, a draft of the policy should be submitted in the template format to the Cabinet Administrator.

BPs/APs are divided into chapters and reviewed and revised in accordance with the CCLC recommended numbering system.  The responsibility for review is as follows: 

Chapter 1: The District – Superintendent/President 

Chapter 2: Board of Trustees – Superintendent/President & Board of Trustees 

Chapter 3: General Institution – Superintendent/President or designee 

Chapter 4: Academic Affairs – Vice President, Academic Affairs working with the Academic Senate 

Chapter 5: Student Services – Vice President, Student Services working with the Academic Senate 

Chapter 6: Business and Fiscal Affairs – Vice President, Administration and Finance

Chapter 7: Human Resources – Vice President, Human Resources
